SUBJECT: Original Permit Policy

POLICY: Annuals and Repetitive Permits Must Be
An Original
OBJECTIVE
All Permits should look the same. 35780(b) allows applications
on, facsimile or computer modem. Official permit delivered
by facsimile or computer modem will serve the same outcome.
Current single trip permits are facsimile copies, therefore,
facsimile should be acceptable for Annual or Repetitive.
BACKGROUND
For years the Annual and Repetitive Permit must be an
original copy, which must be mailed or delivered. Caltrans
mails out the permit if it is not picked up in person.
EXISTING DOCUMENTATION
Chapter 9 defines an Annual and Repetitive Permit. There
is nothing in either Statute or permit policy that mandates
Annual permits and Repetitive permit be "Original"
copy
CURRENT PRACTICE
The Annual or Repetitive permit is ordered
and it is mailed out at a cost to Caltrans of about $1.50
each. It must be picked up by the permittee, or it is
picked up by a permit service then mailed or delivered
to the permittee. All of these practices cost the permittee
time and money. Also Caltrans must keep up a supply of
maps.
PROPOSED CHANGES
Allow the Annual and Repetitive permit to be faxed, same
as the single trip permit. Approximately 85% of the Annual
Permits are a renewal and the only thing the permittee
needs is the permit. Like all permits the permit is not
valid unless it has all the attachments. The Repetitive
permit is a single trip permit with extended dates.
