2005-06 Industry Transportation Consultant Program Report

 

October 31, 2006

The following is a summary of our efforts during the past 12 months, from the fourth quarter 2005 through the third quarter 2006.  This has been an extremely active year, working on critical issues for construction transportation, including commercial truck regulations, permits, and fees, protecting and securing truck routes and working with state and local officials to improve our industry’s future.
During this year we worked to resolve transportation issues for our members in the following localities on issues involving haul routes and permits among other uniformity items.

In addition, we held Over-Dimensional Permit Seminars in six counties, reaching 164 local agencies.

Key issues worked, first at the state level included
Passage of S.B. 372—relating to size, weight, and load: local authorities: issuance of variance permits. This measure will make it easier for our industry to obtain over-dimensional permits and reduce unnecessary fees and wasted time at the local community level. 
Caltrans

  • Use of copies or faxes of annual permits
  • Caltrans relinquishing highways to local jurisdictions
  • Caltrans definition requested change
  • Permitting load to CHP Scales with excess weight
  • Caltrans – Implemented new policy March 1
  • 60,000 pound tridems now allowed for hauled and fixed loads
  • Maximum Chart Weight for Fixed Loads
  • Null and void clarification for permit requirements.
  • TMPS system implementation improve permit efficiency and availability
  • Dealing with new personnel in Office of Truck Services
  • Attend 4-Caltrans Transportation Permit Advisory Council (CTPAC) meetings
  • Obtained exception for 500-ton mobile crane after application had been stalled for 1 years

Other state-wide efforts

  • Alerted the Department of Business, Transportation and Housing (which include Caltrans) to the perils facing our industry regarding the impact of CARB’s proposed off-road diesel regulations.
  • Published articles in many major trade and association publications highlighting our issues and the importance of improving safety through uniformity in transportation regulation.
  • Prepared special report for the crushing industry on current state of transportation regulations, including improvements we generated regarding Tridems.

Local Governments

  • County of Los Angeles— Promoted strategy to encourage other localities to allow the county to issue transportation permits in their behalf. 
  • City of Los Angeles

  • Overloads within the city
  • Hours of travel will allow travel seven days a week with improvements in curfew restrictions
  • Management changes at the City of Los Angeles Street Services.
  • Annuals for mobile homes / office trailers / modular homes.
  • Inspection loads
  • Single trip duration increased from one day to three days
  • Insurance requirements and delays
  • Worked to abolish required crane operator license requirements separate from statewide crane operator certification program.

  • San Bernardino County—Reviewed its current California Highway Patrol (CHP) escort requirements, pilot car recommendations; insurance requirements. 
  • Town of Apple Valley—Truck route retention.
  • City of Palm Desert—Repeal an ordinance change from 1994 that banned commercial vehicles over 5 tons. 
  • City of San Jacinto –Issues of regulation of heavy trucks and intersections. 
  • County of Sacramento—Issues regarding annual permits, over dimensional permits and holiday travel bans.
  • Cities of Antioch/ Brentwood—Permit disputes for travel through their jurisdictions. 
  • City of Banning – Excess permit fees.
  • City of Calimesa—Haul route issues and Excess Permit Fees
  • City of Cathedral City – Excess permit fees
  • City of Buena Vista—Pilot car requirements for adoption Annual Permit program for 9-axle multi-trailer purple weight, 24/7 travel for dimensions and fees
  • City of Goleta—Developed standard permit form, pilot cars and annual permits and fees
  • City of Port Hueneme—Improved hours of travel, permit fees, 24/7 travel, pilot car requirements
  • City of Oxnard – Developed uniformity issues with Port Hueneme
  • City of San Bernardino – Haul permit daily fees
  • City of San Diego—Parking ban on commercial trucks
  • Commercial Vehicle Safety Summit—May 31 – June 2, 2006.
