Construction Industry Advancement Fund and CDTOA

Dear Trustees and CDTOA EC:

Following are some of the major issues your Industry Transportation Consultant has been dealing with to date.

Caltrans: Meeting in Sacramento regarding regulation changes that will benefit our industry. CTPAC (Caltrans Transportation Permits Advisory Council) has started back up, this is the industries opportunity to meet with Caltrans and voice our concerns. We have been participating in these meetings.

LA County: The County has available on line permits. These permits can be obtained 24hrs a day 7 days a week. They will cover any load we use on a daily basis. From 245 CAT excavators to 657E CAT scrapers. We are also presently have a meeting schedules with all the cities not covered under the permit program of the County. The meeting will be to help educate the municipalities on what our industry does and the effects of their stringent rules. Caltrans Sacramento, CHP Commercial Sacramento, LA County and many of the 50 cities in the LA County have been invited. The meeting is scheduled for October 6th at the LA County facility in Alhambra from 8:00 am to noon.

City of Los Angeles: July 2nd Board Report

#1 Annual Permits:
A) Presently: Annual permits expire on the 1st day of February each year and if you were to purchase one in November you would still pay the same price.
When approved by City Council: Annuals would now expire 1 year from the date of issuance. (This item only.)

B) Previously: Annuals are issued to loads not exceeding 75' in length, 12' in width, 14' in height, #150,000.
Now: Annuals are 110' in length, 14' 6" in width, 16' in height, and #250,000.


#2 Weekend Movement:
Previously: Saturday from Midnight to 6:00 am on Sundays
Now: Saturday from Midnight to noon, no Sundays


#3 Movement in the Rain:
Was on a 1-year sunshine clause and now has been abolished.

#4 Pilot Cars:
Previously: 2 pilot cars over 14'
Now: 2 pilot cars over 15', same as Caltrans

#5 Single Trip Permits:
Previously: a single trip permit is good till midnight of the day is it issue.
Now: A single trip permit is good for 24 hrs. from time of issuance.

#6. Customer Service:
Previously: Customer service was lacking.
Now: The board approved to review those problems that we have addressed and are going to make necessary changes to offer the industry what they deserve.

A recent problem occurred, construction trailers / mobile homes were reclassified as house moves. This posed a major problem. House moves require an inspector for each load, $300.00 plus. Only move from midnight to 5:00 am and no longer issue annuals for them. We recently expressed our concerns and met with the city and their problem has been resolved. They are no longer under house move and annuals are readily available for them. Another case of someone making a change and not requesting input from industry.

San Bernardino County: Recently met with the County and made numerous requests. From no night movement on annual permits, pilot car required for all night moves, no weekend movement, 2 pilot cars for loads exceeding 13' 0". The county has not been very cooperative in the past, but seem to want to work with industry. The county is very interested in LA County permit program and I am in the process of setting a meeting to discuss further.

City of Colton: Presently they only allow #150,000 for an annual, requesting uniformity of #250,000. Also no nights and weekend movement. They have agreed to review and make necessary changes for the industry.

Riverside County: Met with the County and they are very business friendly, the only issue we have with the county was no movement after noon to midnight on Saturday, allow Sunday movement. They do not want traffic in the high volume areas. We agreed if contractor-needed machines moved after noon, maybe it wasn't going to be done. He could request a single trip and if the location met the criteria they would issue them a single trip permit. They are trying to be accommodating.


City of La Quinta: They presently do not issue annual permits but have agreed to make necessary arrangements to accommodating the industry.

City of Indio: The presently do not issue annual permits and have since made a formal request to have this review.

Other Issue Being Review: CHP Escorts: Need better uniform regulations. Pending

Our Garage Issue: Cities and Counties regulating trucks for other than safety issues. Meeting scheduled with the Federal Motor Carrier Safety Administration.

Crane Association has problems with Caltrans on two separate issues: Meetings pending.

Crane Association has problems with City of LA regarding moving on the weekend. Meetings pending.

County of San Diego: Offsite and onsite trucking covered under prevailing wage issue.
